According to the EU procurement directives there is about half a dozen different procedures procurers can use to carry the procurement exercise.

We will detail them all here in the near future but for now we will just present the 2 most common ones:


- Open Procedure

In that context, all interested suppliers can request the full tender bid documentation and submit a tender.

All bids will be evaluated.


- Restricted Procedure

In that context, a step is introduced before the full tender bid documentation can be obtained. Procurers would request interested suppliers to fill in a Prequalification Questionnaire (PQQ) so that they can evaluate the suitability of the interested company. A limited number of these companies will then be receiving the full bid information and only these would be allowed to bid for the opportunity.
