The 28 EU Member States are covered but not only.

The members of the European Economic Area such as Iceland, Norway and Liechtenstein are also abiding by the rules.

There are also rules at the World level which are fairly close to the EU rules such as the Government Procurement Agreement which bring in procurement rules close to each other between the EU and countries such as Canada and South Korea between others.
